Broadcasting Regulation in Europe. A Theoretical Design for Comparative Research

Abstract

This paper presents a theoretical frameworkfor comparative research onbroadcasting regulation in Europe,exploring and contributing to the debateon National Regulatory Authorities(NRAs). The study seeks to buildon Lijphart’s (1999) and Hallin andMancini’s (2004) groundbreakingtypologies of democracy and mediasystems to create a broader classificationof NRAs. We focus on institutionalaspects such as the appointment ofheads and budget frameworks, discussingthe potential for autonomyof regulators. Preliminary evidencesuggests a strong correspondencebetween the degree of autonomy ofNRAs and elements of consensus andmajoritarian democracies. Examiningregulatory authorities and the factorsunderlying their outcomes add newdimensions for measuring the performanceof NRAs.Key words: NRAs, media systems,consensus, majoritarian democracy.Aquest article desenvolupa una novaaproximació teòrica per a la recerca comparadasobre la regulació de radiodifusió aEuropa, que explora i contribueix al debatsobre les National Regulatory Authorities(NRA). L’estudi tracta d’aprofitar les tipologiesde Lijphart (1999) i Hallin i Mancini(2004) sobre la democràcia i els sistemesde mitjans de comunicació per tal de realitzaruna classificació més àmplia sobreles NRA. Se centra en els aspectes institucionalscom ara el nomenament dels altscàrrecs i els marcs pressupostaris, teninten compte les possibilitats d’autonomiadels reguladors. Les primeres evidènciessuggereixen una forta correspondència entreel grau d’autonomia de les NRA i elselements de les democràcies consensualsi majoritàries. Així doncs, s’estudiaran lesautoritats reguladores i els factors subjacentsals seus resultats per tal d’afegirnoves dimensions a l’hora de mesurarl’actuació de les NRA.Paraules clau: NRA, sistemes de comunicació,democràcia consensual,democràcia majoritària.
